???????? Ontario Issues Thousands of Invitations for Provincial Nomination!
After a 4-month pause, the Ontario PNP is back in action with 3,719 ITAs issued across 10 draws on June 3, 2025.
Streams invited:
Employer Job Offer – Foreign Worker
Employer Job Offer – International Student
Employer Job Offer – In-Demand Skills
Profiles from June 3, 2024 – June 3, 2025 were considered.
Ontario’s Provincial Nominee Program (OINP) is a vital immigration pathway for skilled foreign workers aiming to settle in Canada’s most populous province. However, recent developments suggest a more competitive year ahead for applicants.
Significant Cut in Nomination Allocations.
In an official update on its website, the Ontario Immigrant Nominee Program (OINP) revealed that the federal government has cut the province’s nomination allocation for 2025 to just 10,750 spots. This marks a 50% decrease from the 21,500 nominations issued in 2024.
This reduced allocation means fewer opportunities for foreign nationals seeking permanent residence (PR) through Ontario’s PNP pathways, especially those applying via Employer Job Offer and Human Capital streams.
Expect Longer Processing Times
The OINP also warned that processing times may be longer than usual due to the reduced nomination capacity. Candidates are advised to plan accordingly and apply as early as possible to avoid missing out.
Program Still Targeting Critical Labour Shortages
Despite the cutbacks, the OINP confirmed that it will continue selecting skilled immigrants who can help address Ontario’s most critical labour shortages. This means targeted draws are likely to prioritize in-demand occupations and sectors experiencing workforce gaps.
The program further noted that applications will be reviewed within new program constraints, suggesting that eligibility requirements may become more selective as the year progresses.
All Streams Remain Open (For Now)
As of now, all OINP streams remain open, including:
Employer Job Offer: Foreign Worker
Employer Job Offer: International Student
Employer Job Offer: In-Demand Skills
Human Capital Priorities
Masters and PhD Graduate streams
However, with fewer nominations available, these streams are expected to fill up quickly.
OINP Draw Activity in 2025: A Slow Start
So far in 2025, the OINP has held only one draw prior to June:
Date: January 15, 2025
Stream: Employer Job Offer – Foreign Worker
Focus: Targeted draw under the Economic Mobility Pathways Pilot (EMPP)
Number of Candidates Invited: Just 4 applicants
This unusually low activity added to concerns over slowed immigration through Ontario until a major turnaround on June 3, 2025, when the OINP issued 3,719 Invitations to Apply (ITAs) across 10 draws in a single day.
June 3 Draws Bring Optimism
After the sluggish start, Ontario made headlines by issuing thousands of invitations under the following streams:
Employer Job Offer: Foreign Worker
Employer Job Offer: International Student
Employer Job Offer: In-Demand Skills
Eligibility Window: Candidates with profiles submitted between June 3, 2024 – June 3, 2025 were considered in this draw round.
Should You Still Apply?
Despite the reduced allocation, the OINP remains a valuable immigration pathway. Skilled professionals in high-demand sectors still stand a strong chance of selection especially those in tech, healthcare, trades, and education.
