Ontario Introduces Employer-Led Intake for Job Offer Streams

Starting July 2, 2025, the Ontario Immigrant Nominee Program (OINP) will implement a major change to its Employer Job Offer streams shifting from an applicant-led to an employer-led process.

What’s Changing?

Foreign nationals will no longer be able to submit Expressions of Interest (EOIs) independently. Instead, Ontario will launch a new online Employer Portal through which employers must first register the job offer before a candidate can submit an EOI.

Who's Affected?

The following streams will now require employer-initiated applications:

Employer Job Offer: Foreign Worker Stream

Employer Job Offer: International Student Stream

Employer Job Offer: In-Demand Skills Stream

Previously, candidates initiated the process and had their employers complete a supporting form. Under the new system, employers must start the process, and candidates will follow with their EOIs after the job offer is registered.

What Happens to Existing EOIs?

If you've already submitted an EOI under any Employer Job Offer stream:

Your profile will automatically expire.

You’ll need to work with your employer to re-register once the new portal opens.
