Canada Announces Eligibility for New Permanent Residency Pathways for Home Care Workers

Immigration, Refugees and Citizenship Canada (IRCC) has unveiled detailed eligibility requirements for the upcoming Home Care Worker Immigration Pilots (HCWP), offering new opportunities for foreign nationals seeking permanent residency. The updated criteria, which lower the eligibility thresholds, will take effect on March 31, 2025, addressing Canada’s rising demand for skilled home care professionals.

The HCWP consists of two distinct streams aimed at streamlining the path to permanent residence for eligible home care workers. Initially, applications will be accepted only under the "Workers in Canada" stream, with the "Applicants not working in Canada" stream set to launch later in the year. This phased approach prioritizes those already employed in the Canadian healthcare system, providing them with a clearer route to long-term residency.

Six months of recent, relevant work; OR

Language Proficiency:

CLB 4 or higher in English or French. | | Job Offer | Must have a job offer from either:

A private household; OR

An eligible organization* that directly hires full-time home care workers. | | Education | Secondary school diploma. |

Candidates who meet the work experience requirement can have gained this experience in Canada or abroad.

Eligible Job Offer Sources:

The HCWP accepts job offers from various organizations, including:

Home health care service providers

Home care support service providers

Direct care agencies

Personal care services in residential settings

Pediatric home health care service providers

However, job offers from recruitment and placement agencies do not qualify. Notably, the program does not require a Labour Market Impact Assessment (LMIA), simplifying the process for both employers and applicants.

Inclusion of Out-of-Status Workers and Previous Applicants

In a move towards greater inclusivity, IRCC has made provisions for home care workers currently out of status in Canada. These individuals can apply through a public policy initiative, though spots are limited.

Additionally, individuals who previously applied under the now-closed Home Child Care Provider and Home Support Worker Pilots may still qualify. Those who applied under the "Gaining experience category" before June 2024 and have since completed the necessary work experience can submit proof to IRCC for reconsideration under previous guidelines.

Preparing for the Application Process:With the "Workers in Canada" stream set to launch soon, IRCC urges potential applicants to take proactive steps, including:

Completing an approved language test demonstrating at least CLB 4 proficiency in English or French.

Obtaining an Education Credential Assessment (ECA) to validate educational qualifications.

IRCC advises applicants to stay updated on potential changes to the program by monitoring its official website. Details for the "Applicants not working in Canada" stream will be released at a later date.
