The February 20 draw primarily targeted candidates who have demonstrated a strong commitment to living and working in Prince Edward Island. The selection criteria emphasized two key groups:
Skilled Workers in Priority Sectors
Invitations were extended to individuals currently employed in economically impactful occupations and priority sectors that align with PEI’s labor market needs.
Candidates selected under this category were required to have resided and worked in PEI for a minimum of one year, showcasing their long-term commitment to contributing to the province’s economic development.
International Graduates from PEI Institutions
The draw also prioritized international graduates who completed their education at one of Prince Edward Island’s post-secondary institutions:

Holland College
Collège de l'Île
These graduates are considered valuable additions to the local workforce, having already integrated into the community through their education and employment.
