Canada Holds First Express Entry Draw Post-CRS Change, Invites 825 PNP Candidates

On April 14, 2025, Immigration, Refugees and Citizenship Canada (IRCC) conducted its first Express Entry draw since the removal of Comprehensive Ranking System (CRS) points for arranged employment.This draw was exclusively for Provincial Nominee Program (PNP) candidates, with 825 Invitations to Apply (ITAs) issued to those who had a minimum CRS score of 764 and had created their Express Entry profiles before August 17, 2024,at 6:35 PM UTC.

This draw follows the significant policy change implemented on March 25, 2025, where IRCC removed the additional CRS points previously awarded for arranged employment. Prior to this change, candidates could receive 50 or 200 extra points depending on the nature of their job offer.The removal aimed to address concerns about the misuse of job offer points and to ensure a more equitable selection process.

The impact of this change has been notable.Thousands of candidates experienced a drop in their CRS scores,particularly those who had relied on arranged employment points to boost their rankings.For instance,the number of candidates in the 501–600 CRS score range decreased significantly,indicating that many profiles were redistributed to lower score ranges within the candidate pool.

Despite the higher CRS cutoff in this PNP-specific draw, the number of ITAs issued to PNP candidates in 2025 has reached 3,658,which is nearly 50% lower than the number issued by this time last year.This reduction aligns with the federal government's intention,as outlined in the latest Immigration Levels Plan,to scale back PNP admissions through Express Entry.

Looking ahead,IRCC is expected to continue adjusting its immigration strategies to reflect these policy changes. Candidates are encouraged to stay informed about future draws and to consider alternative ways to enhance their CRS scores,such as improving language proficiency or gaining additional work experience.
