New English Language Test to Be Accepted for Canadian Permanent Residence Applications
Foreign nationals aiming for Canadian permanent residency will soon have another pathway to prove their English proficiency.
Immigration, Refugees and Citizenship Canada (IRCC) has confirmed that the TOEFL Essentials Test will be added to the list of accepted English language exams for economic immigration programs.
Currently, IRCC does not accept TOEFL Essentials. However, this is set to change soon. Once the rollout begins, IRCC’s official webpages will be updated with full details, including score requirements, acceptance timelines, and eligible test locations.
This development means that applicants under Canada’s permanent economic immigration streams such as Express Entry and Provincial Nominee Programs—will have an additional option alongside IELTS General Training, CELPIP, and other approved tests.
On 21 August 2025, the Educational Testing Service (ETS), which administers the TOEFL, announced that it has officially been designated as a recognized language testing organization by IRCC. According to ETS, they are now working closely with IRCC to finalize the next steps before acceptance begins.
