As of May 2025, several Canadian provinces and territories offer active permanent residency (PR) pathways specifically designed for international graduates. These programs cater to recent graduates from Canadian post-secondary institutions and often include streams for those with job offers or entrepreneurial ambitions. British Columbia (BC):Starting January 2025, BC introduced three new Provincial Nominee Program (PNP) streams tailored for international graduates:
Bachelor’s Stream: For graduates with a bachelor's degree and a full-time,permanent job offer in BC.
Master’s Stream:For master's degree holders with a skilled job offer lasting at least one year.
Doctorate Stream:For PhD candidates and graduates,encompassing all fields of study.
All streams require a minimum Canadian Language Benchmark (CLB) level of 8 and a job offer in a skilled occupation.
Ontario:Ontario offers several streams under the Ontario Immigrant Nominee Program (OINP) for international graduates:
International Student Stream:For recent graduates with a job offer in a skilled occupation (NOC 0, A, or B).
Masters Graduate Stream:For individuals with a master's degree from an eligible Ontario university; no job offer required.
PhD Graduate Stream:For individuals with a PhD from an eligible Ontario university; no job offer required. Applicants must apply within two years of obtaining their degree.
Manitoba:The Manitoba Provincial Nominee Program (MPNP) offers the International Education Stream with three pathways:
Career Employment Pathway:For graduates who find long-term employment in Manitoba in an in-demand occupation related to their training.
Graduate Internship Pathway:For graduates who complete a Mitacs internship in Manitoba; no job offer required.
International Student Entrepreneur Pilot:For graduates who start a business in Manitoba and meet specific conditions.
These pathways aim to retain international graduates and support Manitoba's labor market needs.
Saskatchewan:Saskatchewan's International Graduate Entrepreneur Category is designed for graduates from Saskatchewan post-secondary institutions who wish to start a business. Additionally, the Saskatchewan Experience Category allows graduates from recognized Canadian institutions who have worked in Saskatchewan for at least six months to apply for PR.
Nova Scotia:Nova Scotia offers the International Graduate In-Demand Stream for graduates with job offers in occupations that are in high demand.The province also has the International Graduate Entrepreneur Stream for graduates who have started or purchased a business in Nova Scotia and operated it for at least one year.
Prince Edward Island (PEI):PEI's International Graduate Stream is for graduates from publicly funded PEI post-secondary institutions who have a full-time, non-seasonal job offer in the province. Applicants must be working in PEI at the time of application.
Newfoundland and Labrador:The International Graduate category under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) is for recent graduates who have a post-graduation work permit and a job or job offer from a Newfoundland and Labrador employer. Graduates from Canadian institutions outside the province may also be eligible.
Alberta:Alberta's International Graduate Entrepreneur Immigration Stream is for international graduates from approved Alberta post-secondary institutions who wish to launch or buy a business in Alberta. Applicants must submit an Expression of Interest and meet other eligibility criteria.
Quebec:Quebec's Programme de l’expérience québécoise (PEQ) offers a pathway for international graduates to obtain a Quebec Selection Certificate (CSQ). Applicants must have knowledge of oral French equivalent to Level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes, be in Quebec at the time of application, and have obtained an eligible diploma and work experience.
Atlantic Provinces:The Atlantic Immigration Program (AIP) is a joint initiative by the Atlantic provinces:New Brunswick,Nova Scotia, Prince Edward Island, and Newfoundland and Labrador and the Canadian government.It allows international graduates who have obtained a degree, diploma, or other credential from a publicly funded institution in an Atlantic province and have lived in the province for at least 16 months in the two years before graduation to apply for PR. Applicants must also have a job offer from a designated employer.
