Quebec Reaches Sponsorship Cap for Parents and Grandparents — No New Applications Until Mid-2026
As of July 22, 2025, the Government of Quebec has officially reached its cap for sponsorship undertakings for parents, grandparents, and certain relatives under its family reunification program. This means no new applications in this category will be accepted until at least June 25, 2026.
What Was the Cap?
Over a two-year period, Quebec allows up to 13,000 total sponsorship undertakings, divided into:
10,400 spots for spouses, common-law partners, and adult dependent children.
2,600 spots for parents, grandparents, and other eligible relatives.
The 2,600 spots for parents and grandparents have now been fully exhausted, following the earlier closure of the spousal/adult children cap on July 9, 2025.
What Does This Mean?
Any new applications for parents, grandparents, spouses, or dependent adult children submitted after the cap was reached will be returned unprocessed, and fees will be refunded.
Who Is Still Eligible?
Exemptions apply to:
Dependent children under 18.
Adult children with disabilities.
Relatives already added to pending applications.
How Does Quebec Differ from the Rest of Canada?
Unlike other provinces that use the federal Parents and Grandparents Program (PGP), Quebec manages its own sponsorship process under the Canada-Quebec Accord.This means Quebec residents cannot participate in the federal PGP,unless they relocate to another province.
