In 2025, the Yukon Nominee Program (YNP) has undergone significant changes due to a substantial reduction in its federal nomination allocation. Immigration, Refugees and Citizenship Canada (IRCC) has allocated only 215 nomination spots to Yukon for the year, a 50% decrease from the 430 spots available in 2024.
Key Changes to the Yukon Nominee Program in 2025
1.Reduced Nomination Allocation
The allocation of 215 nominations is intended to address Yukon's labor market needs strategically.
A portion of these nominations is reserved for specific categories, including:
10 spots for regulated health care professionals (subject to demand).
Applications carried over from 2024 that align with 2025 priorities.
Remaining spots to be filled through a new Expression of Interest (EOI) process.
2.Introduction of Expression of Interest (EOI) System
Employers interested in nominating foreign workers must submit an EOI between March 31 and April 22, 2025.
EOIs are not applications but a preliminary step to express interest in nominating a foreign worker.
Selected employers from the EOI pool will be invited to submit full applications based on priority criteria.
3.Priority Criteria for 2025
The YNP will prioritize nominations for foreign workers who:
Have lived and worked in Yukon for at least one year.
Are graduates of Yukon University.
Are francophone or French-speaking and have taken the required language test in French.
Have received a Temporary Measure Letter of Support in 2024 or 2025.
4.Focus on Temporary Residents in Canada
At least 75% of all nominations must be for individuals already residing in Canada on temporary resident status.
Overseas applicants will be considered only if they:
Are francophone or French-speaking and have taken the required language test in French.
Fill a position in a regulated health care profession.
Fill a position in a rural Yukon community.
5.Changes to Rural Applications
Applications from employers in rural communities were no longer accepted after January 22, 2025, at 4:30 pm Yukon Time.
Both Whitehorse and community-based employers will be eligible to apply when the program resumes intake.
6.Delayed Intake and Strategic Planning
The planned intake of applications on January 29, 2025, was postponed to allow for strategic planning in light of the reduced allocations.
The government is working with industry organizations to determine the best approach to utilize the limited nominations effectively.
