1.New Employer-Led Registration Portal Launched

Effective July 2, 2025, employers hiring under the following streams must now take the lead:

Employer Job Offer: Foreign Worker

Employer Job Offer: International Student

Employer Job Offer: In-Demand Skills

New Process:Employers must register and submit the job offer first via the new Employer Registration System.

Only after that can candidates be invited to submit their Expression of Interest (EOI).

EOIs remain valid for 12 months from the date of submission.

This change boosts transparency by verifying employer legitimacy upfront.

2.Interviews for Verification

OINP now reserves the right to conduct virtual or in-person interviews with employers and/or applicants to confirm:

Job offer authenticity

Document accuracy

Employer compliance

This ensures only genuine, qualified candidates and verified employers are part of the program.

3. Authority to Return Applications With Refunds

Ontario can now return incomplete or misaligned applications with a full refund if:

The application does not meet labour market needs

A particular stream has reached its quota

There are concerns about fraud or misrepresentation

This update helps Ontario control processing volumes and maintain high program integrity.

4. Bachelor’s Degree No Longer Required for ECEs

Early Childhood Educators (NOC 42202) registered with the College of Early Childhood Educators (CECE) are now exempt from needing a bachelor's degree when applying through:

Human Capital Priorities (HCP) stream.

French-Speaking Skilled Worker (FSSW) stream.

This opens a simplified immigration path for skilled, certified educators — even without an ECA or degree.

5. Real-Time Stream Control Enabled

With new powers under the Working for Workers Seven Act, Ontario can now:

Dynamically open or close specific OINP streams.

Reallocate nominations quickly to high-demand sectors.
